    Look at your owners book. The fuse you are after is like #22 position in the power distribution box under the hood near the DS battery. Its not under the dash.     disconnect the fuel bowl heater to diagnose. then pull #30 fuse and CHECK it. if its good replace and then try turning the truck over. then see if the TACH moves. see the CPS thread in the wiki.
