I have a 2004 xCab 6.0 Automatic F250 and I am having some issues......long story

It all started about two weeks when I was on a trip out of state...went to pull into a gas station to get some fuel, get almost to the pump and the power steering goes completely out, well this cuzed me to miss the pump so I put it in reverse and go to back up and I have power steering again....fill up go about another 100 miles and go to pull in the hotel and pwoer steering goes out again, again I put it in reverse and I have power steering again...and the power steering hasn't acted up since...but when leaving the hotel and getting onto the interstate the truck seems to have no power..I put it flat to the floor at 60 mph and nothing really happens...RPMS don't change tranny doesn't shift down after holding the pedal to the floor for about 20 secs truck will slowly pick up speed, but won't get above about 80 and the RPMS don't really change....well every since all this happened two weeks ago the trucks performance seems to be going down hill. At first i thought it was a tranny issue, but I really don't think it is cuz the tranny shifts smooth, and the RPM's aren't changing....The truck will not pull any RPMS...sometimes I can get it up to about 3K RPM's but it won't budge over 3K(normally I wouldn't be trying to make it run over 3K, but I know there is an issue)...and if you make it hold 3k's for about 10 secs under acceleration it will drop down to about 2800K's for a split second then jump back up to 3K without the tranny shifting or the motor sounding any different...the truck runs and drives, but just seems to have no power...I have had the oil filter, fuel filters, oil, transmission fluid and filter and air filter all changed with no luck....any ideas on what could be wrong with my truck?

Cliff Notes: Truck won't pull RPM's

Sounds like an EGR issue to me. Any Service Engine Light? Get it scanned, or we all are guessing.

Its either what Dave suggested or it could be the turbo because mine wouldnt pull RPM's either and ran like crap in general. I didnt have the power steering problem but everything else sounds like EGR or turbo charger.

Had a diagnostics ran today and its not throwing any codes....it should throw a code if its the EGR...right? The truck has 288,000 miles and as far as I know everything is orginal, so it could very well be the Turbo it seems like it doesn't whine as lood as other 6.0's I've heard.....is there anyway to test it or know for sure? I don't have a boost gauge so I have no idea how many lbs is building

Get gauges on that truck!! That is the only to know how much your turbo is putting out. If you are not getting the boost that you should, it is the turbo.

I already know this is a stupid question but I'm going to ask anyways....after seeing the post that the turbo could be the problem I went out and inspected the turbo and the rubber boot that connects the intercooler piping to the turbo is really bad dry rotted and has a huge tear in it....like its almost tore in half...I know absolutely nothing about turbos...could this be the problem?

YES.

Your turbo creates the pressures needed for your engine to run properly.

A tear (or leak) in ANY Boot, Seal, Gasket, Pipe or any other joints.. will cause BIG problems.

You need to Replace that Boot. No Doubt about it

Is there any possibility thats this tear has caused any other damage...like to the turbo or the motor...I know its probably been like that for about three weeks or more....I'm going to get a new on tomorrow...is there anything else it could have damaged that I need to check?
