All they really had to do to avoid that whole mess was pull the maxi-brake on the tractor. With out air in the lines it shouldn't budge. No outriggers, either. There's an expensive mistake. Nice video.

Chocking the wheels would not have done anything, unless tehy were chocked while the truck was on its' side. The wrecker went over sideways and did not roll and the Tractor Trailer did not roll until it was on its wheels and as fast as everyone was running away from it, no one wanted to chock the wheels. He should have just taken the glad hands off the trailer and chocked it as soon as it was upright.
I lay out the 4x4's in the anticipated tire resting spot before I start winching in for many times firefighters or fellow operators aren't on the ready to throw blocks down.

Typically I'd throw out a set in front and rear of the tires for many vehicle on level ground you just can't predict which way they'll roll if they can roll.

Or he assumed the driver set the brakes before crawling out the window.

chp is right every recovery i went on,i always had some kind of dunnage to throw down where i thought the wheels were gonna land,ya never know
