Recovery operators missed one critical thing before he started winching in.

Chocking the wheels with 4x4's or better,at least that's what I used for vehicle recoveries/rollovers. Many colleagues thought I was crazy to carry so much wood on my rigs.

Chockin the tires is one of the first things you do, even if your just parking somewhere, always a good thing to do.

I can see how he might not of thought to make sure the brakes where engaged on the turn over rig, but that should have been checked out to.

The operator "assumed" the air bled off from the system thus resulting in the trailer brakes to engage when below the specified psi level.

I never assumed anything when in a recovery,I always had Police,Fire and media right there watching my every move.

Hope he learned something.

Chocking the wheels would not have done anything, unless tehy were chocked while the truck was on its' side. The wrecker went over sideways and did not roll and the Tractor Trailer did not roll until it was on its wheels and as fast as everyone was running away from it, no one wanted to chock the wheels. He should have just taken the glad hands off the trailer and chocked it as soon as it was upright.
