I'm fairly sure the different settings activate 2, 4 or 6 cylinders. (or 8 if you have 'em)

Roy is correct. As per the Detroit manual with out new Ladder Truck the ones that have high/low or high/med/low it is a matter of the number of cylinders activated. The one on our Series 60 only has on/off and is silent. The one on a Cummins in a Fire Engine of ours was wicked loud in HIGH. I LOVED to drivet that Engine. It is now for sale.

I had a Jake on my Detroit Diesel 8v92 and it was a 3 speed retarder, as royfordguy said 4, 6, 8 cylinders. It was controlled with a foot switch and the mode of operation was dash controlled. I almost always kept it on MAX BRAKING due to the noise.

Jake Brake is a fairly generic term, like Skil Saw or Crescent Wrench, taken from the manufacturer of the most common implementation of a theory, in this case, the Jacobs Company.

He designed and patented the engine brake, and offered it to Cummins. For some reason, they weren't interested in his new invention. (I'll bet if they could turn back the clock, they'd do things differently this time)
