We have an answer to shallow water maneuvering down here in Redneck Country. It involves an aircraft engine, an aircraft propeller, a suitable cage to protect the occupants and helmsman from being sucked into the powerplant. It looks like this.

It's been said these craft can navigate in heavy dew.

Heavy dew heck the air boats around here go on dry land. As long as it is gravel or grass they keep on going. Mud and silt slow them down a little. I have a buddy that has one and it is a handy thing for going in the swamp hunting but the dang thing is so noisy that it will make you go deaf even with ear plugs and ear muffs. They are not real good fishing rigs either. I am heading out bear hunting with him this spring so if I say "huh" alot later on you will know why.
