Click manage attachments

Upload file from your computer or URL

Its pretty easy.

where is this "manage attachments"

If you hit the POST REPLY button (top) you will see the "Manage Attachments" button below the text box. You may not see it if you hit the Quote button or use the text box below the other posts.
