So my 2010 6.4 is throwing the code P2263. I found this split intercooler boot, which I'm guessing would be the culprit, but my bigger question is. Is there supposed to be oil coming out of it like this? Or am I looking at a bigger problem?

It is normal to have some oil in that tube because the CCV runs through the intake. With your truck being a 2010 I would be getting a CCV reroute kit or a delete kit and if you live in California and need to keep it OEM get a new CCV box because you'll find yours is completely saturated with oil and carbon. To be honest I am a new to the diesel truck world I just bought a 2024 f250 and have been educating myself a lot, Never realized there was so much to learn till I got one.
There is a wealth of information on YouTube, ie J rod's channel is a good one, there is a ton of good channels addressing your problem. There is also powerstroke.org Hope this info helps you.

Install an oil catch can. Same issue with 7.3. Replaced my boost tube boots with thicker aftermarket ones and replaced Intercooler with a larger capacity one and added a catch can to keep everything oil free including the turbo charger
