I really don't know now.

You make some valid points........... but I still dont see EPA easing emissions requirements. It just seems unnatural for the beast.

I still dont know why some do and some dont.(have cats that is)

I don't think they would ease regulations. I just think that Ford, through programming, could pass them in some configurations in later years. I'm just guessing though. I'll have to look at my cousins new to him '03 7.3L. His is an auto 250 I think. That'll just add to my confusion now.
