Wastegate will not stick open if you installed the wastegate correctly. Drop the rod over the pin and wind in 6 full turns.

The blue boots are the place to check for leaks. I agree, you must have a leak to see that low of boost numbers.

I would see 23-32psi of boost after install of BBHA and dp chip on 80E or higher. Keep in mind, it took 6 months for the turbo to die after the BBHA install and DP chip.

He didn't install his wastegate, it came with one installed from the factory. Make sure you can slide the wastegate actuator tube back and forth. Check the orange boots on the intake plenum. Not just the blue intercooler boots.

FOUND THE LEAK GUYS! It was on a the back of a blue boost on the clamp line. When I took the clamp loose I could see a tear about 2" long. Thanks for all the info guys. Never shoulda doubted Men that drive SUPER duty trucks!
