Block heater and hissing sound?

Whenever I plug an engine in (happens alot up here), I listen for a hissing noise to make sure it's plugged in and working. You guys from the south are funny...

Well since there are others I guess it is normal

Mine hisses too but it rarely gets cold enough here to use it
