He didn't look like it - High idle mod is when you use the PTO wire in the upfitter harness - when you apply 12V to it it will idle the truck up to 1200rpm - warms the truck faster and keeps egr from clogging. I have mine hooked to one of my upfitter switches, lately its been about 10 deg in the morning here so it comes in handy.
