wierd performance

OK, I've got a buddy that has a 1997 F-350 2wd. He said that when it's cold out, the truck runs like a raped ape, but in the summer and warmer temps, it's a dog. What could be causing this? any help would be great!

Possible IPR problem. What does the air filter look like? Cold air is denser and it takes less but when warm you need more air and a dirty filter won't let enough through. You will always have a little (very little) more power when it is cold out.

I'll mention the IPR issue. Air filter is good. How will I know if the IPR is bad? We have a snap-on Modis scanner and it checks good for codes.

Id nod to the IPR o-rings also. A classic symptom is an oscillating idle as the IPR cycles the injection pressure up and down.

ok, his idle doesn't really fluctuate though. Is it normal for these motors to click the idle up and down every few minutes? the tach doesn't move, just that you can hear the motor go up 50 rpm or so. This question is about my truck BTW.
