what use is the throttle plate?

I may have asked this before, but what use is the throttle plate for? If I have one ! what happens if it is removed? I still have the choking problem going up hill if I step on it. Could the throttle plate be closing the air flow ,will be under the hood today. I have been to Ford they cleared all old codes . The problem still exists.
Does or has anyone tried this SCT tuner ? looking for dealer in eastern Canada.

I don't have a throttle plate in mine. I am not really sure what the reason for the throttle plate is. In general, diesels don't need or use throttle plates. It is a smog deal.

They put them in the 03's and some 04's there usless you can take them out with no problems after 04 they took them out
