What turbo is this?

This last summer I picked up a Garrett turbo off Ebay. It was advertised as brand new. After checking it over, I agree with that but it has been bolted onto something. There isn't any sign that it has been run on an engine. All the ports, passages, and wheels are all perfectly clean and spotless. It is a non-wastegated turbo. It must be the late 99 style cuz it has the 5 bolts on the inlet side of the housing. The A/R on both the intake and exhaust side are 1.00. The only real part number on it is on the exhaust housing. Looks like 0E23. I was thinking it was a van turbo but they have an A/R of 1.15, so it must not be that. Anyone have an idea what it is?

Just noticed it has a number of 702720 on the backside of the inlet housing. Its between the fins.

It's going back on e-bay and was hopeing I would find out a specific application for it. Any buyers here first?
