What the heck is this

This came with my '01 350 it used to be a railroad truck and it has taps off the power steering lines I imange for the track wheels. But this does nothing from what I have found playing around with it it does read the RPM with a digital readout, it was in the way of taking out the stick so I removed it.

Looks like a factory installed engine speed control. I imagine you set the rpms and it holds them where you have set them. Looks sort of like the high idle controller.

I think it can be used for running auxillary devices off a pto shaft from the transmission. I dont know a lot about it, its just what I've gotten from what I've read.
