What is the sensor on the lower drivers side of fuel filter housing?

Have a sensor or something connected on the lower driver side of fuel filter housing on a 2002 7.3. It's not hooked up and the wires have been tied off. Curious what it is and why someone would disconnect it.

Sounds like the fuel bowl heater element. Sometimes these things will short out, blowing a fuse. That same fuse provides power to the PCM. So if the heater element shorts out, blowing the fuse, the truck won't start/run. Removing the wire connector and replaciing that fuse is a quick fix to get the truck running again. Sounds like a previous owner didn't get around or bother fixing the heater element.
