Its sad to say but if thats all Im gonna get from DDP Stage II,GTP38R,17 degree pump and Tonys tunes I am gonna be looking at other options,not including drugs or a 7.3.

Agreed, with those mods you should have laid better HP down.

hmm yeah with those mods would have hoped you have hope you hit at LEAST 350, if not 375-400. Have you watched a fuel pressure gauge at WOT, is your fuel pump letting you down? have a HPOP gauge? is it maintaining pressure? assuming you have the boost numbers one would expect those are the only things i can think of.
