Vacuum hubs

Can the vacuum hubs be disassembled and cleaned? I am going to put some ball joints in my 2000 F350 and I wanted to go through the hubs too. The vacuum hubs used to work OK when I purchased the truck two years ago but they don't work now. I am going to replace the o-rings and seals for the wheel bearings and locking hubs too. Is the special tool from Ford necessary to install the knuckle seal on the axle shaft?

I've seen step-by-step pics somewhere on here, but I can't remember where. I was told though that if you lock them in every now and then they will stay in pretty good shape.
