Cycle the key four or five times by turning the key off and then on. I don't know of any other way to vent the air out of the top filter.

Okay, ended up changing the fuel pump. pulled the whole unit off the frame rail and pulled it all apart. Man was it nasty. put new pump in and she's up and running. Going to Ford tomorrow to see if they have the sock filter in the tank in stock so I can drop the tank and cean it out too.
