Yes it would. The harness is hooked to the injectors and the glowplugs. If the injectors are not getting signal they will not squirt..

NO there is 100+ DC volts running through it.

THE truck does comunicate with a mac mentor that has obd1 hook ups it has ek4 connector under the hood. Would a chip cause it not to communicate with the scannner.
