I used to work in the public affairs shop at Hurlburt Field, and previously did the same duty at March Field, California. Letting the press know about every single flyby would be a wasted effort. The story would probably get buried in the depths of the local section.
Another reason would be operational security. It used to be that military members and retirees could find out about space available flights on military aircraft by getting on the internet or calling the military passenger terminal. No longer. You have to show up in person.
