My truck acts like I am blipping the gas when I'm driving about 15-20 mph with the pedal just past idle and it almost feels like I am randomly bobbing my foot. Does the 7.3 have some sort of throttle position sensor? What could it be? I just replaced the fuel filter.

The pedal is the TPS as already stated, possibly could be that.

Sticking IPR could also cause that. Only way I know to diagnose with out R&Ring the IPR valve is a scan tool to see if the ICP is jumping up and down when the surging occurs.

What and where is the IPR valve?
Jesse
The IPR is on the back of the HPOP , down low , just left of center, It has a 2 wire plug on top & a 3/4 stamped sheetmetal nut on the end..

Get the truck hooked up to a scanner to read the EOT & monitor the ICP.. also make sure the oil is full....
