What oil are you using? 15W40 is what is recommended by Ford, but it is too thick. Change your oil to 5W40 and you will end your surging. WOrked great in my 2004 6.0 all year. Try it.

Do you have a Check Engine light on?

How old are the fuel filters. They need to be changed every 10,000 miles. I would recommend only Motorcraft/IH/Racor filters.

Fuel filters are 5 years old and only little over 12000 miles on them and I only use motorcraft for this truck and my 08

Also, check the ICP sensor connector for oil. Usually it is the earlier model year sensor that leaks, but the late ones can do it also.

On oil and filter schedule, I use 5w-40 full synthetic like Dave suggested and change every 5000 miles. Fuel filters are done every other oil change (10,000 miles). Motorcraft on all filters, I was using Delo 5w-40 synthetic but they changed the oil rating so I went to Rotella T6 5w-40 with no issues. I believe Dave has been using T6 for a long time with no problems. Regardless of what is causing the surging this is the best maintenance plan to take are of that motor. I also added a Fumoto drain valve and oil changes couldn't get any easier. Consider the brass replacement drain plug for the frame mounted fuel filter housing/pump. Easier to drain the water separator.

Could be signs of fuel injector issues. Are you monitoring fuel pressure. I would get surges on certain tunes when I had my 03 F250.
