catch it and shave it's butt.

pour some rubbing alcohol in it and turn it loose...

hopefully, the owner will get the hint.

I can't say I agree with the idea of shooting it. I love dogs and believe most dogs are good. If a dog is mean, it likely just a product of the situation he is stuck in. Even most of Michael Vick's dogs have been rehabed and adopted. It's not the dog's fault that he's homeless & loose.

But is the dog who is terrorizing the neighborhood. I am not for useless killing, just for fun. But i am for getting the dog out of the way and if that takes shooting him, then shoot him.

If he goes to the animal shelter he'll get a week or two in an overcrowded prison with all sorts of strange other dogs, and then put to sleep anyway, not a fun last few days of life. Remington 870, Mossberg 500 or whatever you like with some 00 buck should have the problem solved in no time, quick and painless. I love dogs too but there are too many around to try and save every one.

From the description of the terror the dog is creating and the elusive behaviour My guess is the dog is someones who does not take care of it very well and quite likely has beaten the dog.

Putting a bowl of food out will help attract him/her, once you get him/her comfortable with you and get an idea of the dog used to people you can put up a listing on Craigslist for a free dog that just showed up at your property and you should have a taker within a week. and the dog has a shot at a good home.
