Starting issues

After the 30K service at the dealership my 2006 Diesel F450 Duper Duty is VERY cold blooded. - Starts very hard and will barely run for 10-15 minutes.
The only way it will start after more than a day’s rest is to turn on the ignition and let it sit for 1-3 minutes. (You can hear some sort of pump running during this time. - it sounds almost like the A/C fan.) after this stops running and you turn it to off and on about 4-5 times to cycle the glow plugs it will start decently, but don’t even try to drive it for at least 8-10 minutes. it is VERRRY sluggish and will barely shift.
I’ve tried the dealership and they are useless. - I wonder if they caused it?
I checked the filter connections and confirmed they did actually replace the fuel filters.
Ive been just dealing with it for a long time, because after it is up and running there are no issues. but I am sure this just isn't right.
Ideas?

For starters..

Load test both batteries.. isolated from each-other, to be sure they are EQUAL, and in GOOD condition, then have it Scanned for any codes.

The fan sound you are hearing is probably the Fuel Pump, The Glow Plug relay.. or both.

Off the Top, by what you've described.. It sounds like a couple (or more) Glow plugs have gone bad, or the Glow Plug Relay.... or both.

All these PSD ECM/PCM's are known to be Very, Very sensitive to proper Voltage & Amp supply... for all the Cold Start circuits to function.. without having to go through all the "Wait times" you are having to deal with. IMO, A good battery load test is in order, then a Scan..
