When was the last engine oil change? Is the oil level low? Is it the right oil? The HEUI engines can act funny with wrong, dirty or foamed oil.

Next guess would be IPR valve or weak injector.

Oil seems to be dirty so i will be changing that tomorrow. If that does not fix it i will be going sensor to sensor to see if i can get a change.

My guess is it has something to do with ICP pressures. May be spiking up and down for some reason. Maybe hook up a scanner and see what you got for some of your values.

I did change the oil and the cam sensor is next to be put on. I also ordered a icp sensor just for kicks to see if it helps. I am willing to spend some money on it to fix it right.

I have a newer powerstroke and i have a different set-up. Is there someone who has a 99 that can take a pic and show me the ICP. I unplugged a plug with a purple seal on it and it had a 3 wire conection.

Try this...

If the concern is a rough, uneven idle that smooths out after disconnecting the ICP, The problem is most likely either the ICP malfuntioning or the IPR sticking. The manual says to replace the ICP first, but I have found that it is usually IPR. If you ever encounter an engine that runs with the IPR valve disconnected, the IPR is definitely sticking.

The IPR is the three wire plug on top of the left head, right next to the lifting ring...
