If it just started to do it, then yeah, the relief valve in the pump is taking the infamous big poopie.
Might just be a clogged up with she-it, but there's really no way to clean it.

I guess I forgot to mention that small piece of information.
Replaced pump today. No more issues (with steering, I still have the mystery vibration).
