if they did get my license and they dont hand deliver it is it true if i get it in the mail can i throw it away and say i never recieve it and never have to pay it????
I don't like having warrants out for my arrest. That is why I've made sure to never allow myself to get in a situation where one would be issued. Something like this is kind of like messing up on your taxes. It doesn't really matter if it were a mistake or on purpose, you're still going to jail until they figure out which it was.

on a public forum is not a very good way to go about "getting away with it" just so you know. That would pretty much be admissable in the court when they are trying to decide whether you get hours and hours of community service, probation, suspended driver's license, go to jail, etc for missing your court date. Warrants for failure to appear are very common, and they do not let you off with a wrist slap if they can prove you knew you were supposed to show up and didn't simply because you decided not to.
My advice is to pay the ticket and learn from your mistakes. We've all done stupid crap in our times, and the true testament of who you really are is whether you stand up and take responsiblity for it, or if you duck the wrap, try to evade the consequences, and end up causing more grief in your dishonesty.
I'm sorry to hear about your misfortune, because I have definately been known to do stupid stuff now and then, and it always feels awful when you get caught doing it and have to pay the piper in one way or another (broken bones, lacerations and contusions, fines, etc all come to mind...)
