I had the same issue on a 2002 F150 that i owned previously. It ended up being the multifunction switch (turn signal) in the steering column. I wouldnt have believed it if I hadnt seen it in the wiring schematic myself. I know it sounds crazy, but worth checking into.

multifunction switches are a common failure on Fords period..

never had a multifunction switch go out on me this is the 6th ford ive owned.
