Unhook the fuel suction hose from the pump and pull a vacuum on it, if you get fuel then its not plugged :D.

ok here is an update, i got the fuel bowl to fill, it just took some cranking so i filled the back tank with good fuel, pulled the fuel filter and put some air pressureon the tank to purge what bad fuel might have been in the fuel lines, still no start. the truck will try to start on ether, but will not start on fuel, any more ideas. thanks for all the help

Now that you have fuel in the cannister I can ask the question;

Do you have any white smoke while cranking?

Maybe you have air in the fuel system that needs to be bled. Try this. While someone turns the key and cranks you are under the hood pressing in the schrader valve. This will purge any air and if it was an air problem should fire right up, run a bit rough then smooth out.

the truck will try to start on ether

it "tries" to start on ether? if you cant get it to fire on that, i would have to say its cranking too slow, maybe shorted/failed batteries?
