The dealer should be able to tell you if that vin/build has the passive
security system (chip based key).

If you have the title, and its not in your name i would seriously doubt
that youll be able to get keys cut.

personally the tow bill would be worth it to get the car NOW, before
she racks up more $ in tickets...then you can deal w/ the key situation
as time allows.

You can easily disable the car by temporarily removing a wheel (or two)

my father has the title, so we will go in and get the key, he just cant take the time off to find it. personally I would just assume burn the car where it sits or hook my tow rope to it and yank it the 20 miles home from Boston. it used to be a nice car, my dad bought it in 99 and by 05 it still only had about 20,000 on it, but its a POS now.
this ticket thing has been going on for quite awhile, so a another week is no big deal. he doesnt care about the money, its the principal of the matter, she doesnt have enough respect for everything he has done for her to park the car in a proper place / get the proper parking permit.
If the cars body is any good (which I doubt) i was going to keep it and build a 302 for it to have a fun street strip car. I am sure it is crap now though, i havent seen the car in about 3 years.

Thanks, I appreciate the offer. I hope it doesnt come to that because even she though she has been a huge PIA, she is still family. Of course family usually screws you worse than anyone else.
Besides if it does come to needing to use your help, it may be just be a burnt out shell that he is hauling to a recycler!!
