My Seat Belt Is Possessed

I generally put my seat belt on as I am pulling out of the drive way.

When I start to pull it down, it catches and then I pull again, it catches and will not come all the way down.

I either have to put it on stopped, or wait until I am doing about 15mph before it will come down freely without catching.

I then sometimes when I am stopped and lean forward to look left & right out the windows for on coming traffic, it catches around my throat and tries to choke me to death.

Is all of this normal?

The catch on the belt is worn out, down at the feeder. No way to fix it, but to replace it.

I got my truck with 23,000 miles and it's choked me ever since day one.... Just when i need to look to see if traffic's coming....ACKKKKKKKKK! I get so pissed off i cuss for fifteen minutes after! Glad mom can't hear that! I even thought of getting rid of the shoulder strap... BUT!!!! I'm still alive because of one (head on in 1989 in a bronco II) so i don't want to temp fate..............

When I am looking for on coming traffic and get yanked back in my seat after about 3 ro 4 times, it looks like I am doing the funky chicken or walking like an Egyptian.
