I would use a fine metal cutting blade if these tires have a wire ply or two. A steel wood cutting blade if they don't have metal plys. Rome was not built in a day. They didn't have sawzalls. :)

Google is your friend Robert.

From a hippie blog.........

We used simple utility knives to cut out our first sandals. Doing it this way you can trace around the pattern on the outside of the tire and start cutting. However, I must say this is very laborious and not much fun. It is hard work, and you could easily slip and cut yourself with the utility knife. Along the way I have discovered that it is much easier and more enjoyable to cut tires using sharp wood chisels or a bandsaw.

To do the chisel or bandsaw method you must first remove a section of tire. This allows you to run the piece through the bandsaw, or to put it on a wooden block, where you can chisel from the inside out. Tire Sandals: Innovative footwear recycled from old tires.

Some more ideas from this site.......

Sandwich the tire material between two pieces of thin sacrificial plywood.

That is the way they cut rubber tire sandals during the 60's . . .

Almost forgot . . . use a good jig saw.

Use a reciprocating saw or a bansaw with a metal blade. Bansaw is EZest.
