I am going out on a limb here, but you said he was a farmer, so did the engine come out of a Dodge truck or a Farmall tractor? A lot of tractors have the 5.9 in them in a lot lower HP rating. The old 5.9 would start in cold weather, why won't this one?

The donor vehicle was a 1994 3/4 ton dodge truck. I have driven the truck - its not as fast as it would be if it had the powerstroke but i have definitely driven slower as a daily driver. The concern is that I do not have room in my driveway to park it which means it has to be on the street and no way to plug a block heater in during winter nights. This engine has the 120v block heater and the battery powered 12v grate heaters on the intake but no glow plugs.

The grates take the place of the glow plugs. They need to work correctly in order to fire up on cold mornings.
