This design will allow the axle to move slightly front to back but does not let the axle to wrap during hard acceleration. The shackle design was to try and limit the harsh ride effect generated from the fixed mount directly to the plate. During hard acceleration you could just feel the back end of the truck sit down as the axle wrapped up, now there is no more sit back during acceleration.
