high voltage is BAD! an electric fence charge could arc across the water vapors and ignite the hydrogen inside your generator.
the goal is to make the most H & O with the least amount of amps. if you pull too many amps and end up replacing a burnt alternator, it will cost you more than you have saved in fuel.
try using ammonia. it works much much better than water because there is 3 hydrogen atoms. you want to get some commercial grade stuff so the concentration of ammonia is higher (household stuff is like 5%, commercial is around 30%). using ammonia will get you more hydrogen with less amperage input.
2 LPM would be good, i had done the math and for a 7.3liter engine with no boost, 5LPM would be equal to 3% throttle application. 2 should be around 1.25%......doesnt sound like much but over time it should net you some savings (especially at $5 per gallon!)
make a generator and post up some pics, video, and give us some real world readings off of it (amperage/lpm) i had to put mine on hold because i bought a bike to save on fuel (wich is working....48mpg of gas) but after this coming race i will be getting to work on the generator again.
