This AM on the way to work, my Excursion would not perform to normal standards. It seems, while in drive, it will not exceed 2200RPM and has a hard time maintaining 70MPH. However, in park, it seems to rev just fine.

Could this be a fuel delivery problem or a fuel system filtration issue?

My first guess would also be fuel filter but is there any strange whoosh sound? If so your EBPV could be closing when it should not.

I looked at the Air Filter - All looked fine to me

I will be checking the fuel filter when i get home tonight - it is correct that i am running a full tank of Veggie Diesel. I filled the tank on Monday night and have been running fine until just this AM.

Please exlain the other suggestion about the EBPV and the whoosh sound...

definite fuel filters, ask antonio about his incident
they are probably pretty clogged up with JUNK

ebpv whoosh is the sound when it closes down to resrtict exhaust airflow through the outlet of the turbine, in an effort to help maintain or heat up the engine the escaping air sounds like a whooooosssshh
it happens when its cold out and it trying to warm up, and can even happen when its warmed up but ambeit temps are cold and the ecm/pcm statergy says "KEEP me warm" and it open and closes at will, at rpms I believe 1500 plus or minus.
its LAMRON not abby :D

I am running my veggie diesel blend through 30 and 10 micron filters and then through a Goldenrod waterblock filter before it goes to the truck. I did notice a bit of flour buildup on my filters after I processed 40 gallons; however, i guess i assumed the filters caught it all. I'll investigate tonight. Good thing i have 4 spare filters on hand for the truck if needed.

Are the fiters cleanable/reusable?

Alright - i changed out the fuel filter last night and cleaned my air filter. The fuel filter did not look too bad as i have no clue when it was replaced last.

Today the symptoms are almost as if i am driving with the e-brake on when i get up to highway speeds - then the truck will not accelerate beyond 55mph. Agian, in neutral/park, it will rev with no hesitation.

Any ideas?

at 55mph - the truck will only boost to 4-5psi and EGTs are around 450-550*. Like i said before - it is almost as if the e-brake were set when i get there. i can mash the accelerator and nothing happens - no down shift and no gain in RPM. i can put it in neutral while rolling and the motor revs fine with no load - back into drive and still no gain.
