Does the flywheel on the 99 have a counter balance? In other words is the engine externally balanced?

Are you Talking Flywheel (Manual) or Flexplate (Automatic)?

Either one. If it's externally balanced there will be a weight added to the flex plate or the flywheel.

The few times that I had mine out I never noticed, I would suspect it to be a welded patch of steel on the engine side... but can't say I ever seen it... however that by no means, indicates that it does not exist.
