engine noise engine drag

while driving it seems whan the rpms match the speed there is a gushing sound like wind or a blower comming from behind the dash on the right side. if i let off the fuel, it stops. if i give it fuel it stops. when it happens it feels as if there is an engine drag. the temps here have been mid 20's. is this the EBPV?

This is the butter fly valve closing to try and warm up the engine. I was tlking to my mechanic the other day about this. He says it does it when it is cold to help get your engine up to temp.

hmmm i'm considering installing the EBPV mod so i can shut it off when im driving. it stays on for such a long time. well it feels like a long time. i like the exhaust braking though, i could put that to good use.

I wanted to do the 3 position exhuast brake mod too but add a 4th position of "off." If you figure out how to do it with a single 4 position switch, please let me know.
