I got a response, (quoted below). As suspected they are only interested in volume sales. I responded asking them to forward my info to any resellers of their parts. I'm curious who may be selling these. With the lack of emissions regs in China, who knows what volume their nozzle and plunger would flow 
At present our factory can only supply you two parts---nozzle and plunger of HEUI system. The complete Heui injector is still in producing, hasn't completed now. So sorry to tell you that we can't meet your requirement for little quantity. But I'll put you in my name list,and will contact you later.

I've seen many OEM Ford parts ...hecho in Mexico. My vacuum pump was made in Hungary. What is made in the U.S.A. ???

Thats a cool site. Alot of times cheap offshore competition spurs our companies to find ways to bring us better products at lower prices.
I've found as time goes by some stuff moves offshore due to market conditions, then more time goes by and alot of it moves back here. Quite a few "Japanese" cars and Bikes are made in US factories now. Was at a honda warehouse and all the big bikes were made in US. Likely as Chinas economy grows they'll move some of their manufacturing here too. Actually alot of the Chinese companies machinery, as well as steel and various components are from the US (driving up the price of US steel too, bought any lately?). I occasionaly do work for a company that sells packaging equipment and supplies to China. And then of course there are alot of sales and shipping companies here that make alot of money because of imports.
I still prefer to buy US made tho...

Got another funny response. Sounds like they will sell small volume once they are making complete injectors. Quote below...
