Some of you may have been aware of the previous transporter license requirement, costing $175 per year. This is in the jurisdiction of the Cal Dept of Agriculture, Meat and Poultry Inspection division. I can link the full regs later, but for all intents and purposes, the CDFA's lawyers tell them this requirement applies to collection for personal use too.
Last Oct, the State passed AB1065, which added the additional requirement of a $1M bond or insurance for single vehicles under 10000 GVW, and $2M for everyone else, in order to get this license.
Alot of other info has gone back and forth at some other sites I'll link later (gotta go), but to get to current events on meeting the insurance requirement, I'll post a quote from me below;

At Charlies request, his Farmers agent, Dick Santana, had been talking with Ross at CDFA about acceptable insurance. Essentially as long as an automotive policy shows $1M in coverage they are taking it, since the legislature didn't really clarify what would or wouldn't qualify. Charlie has confirmation that they are sending his permit, and I am about a week behind.
What we ended up with is a $1M umbrella policy. This required (with Farmers at least) that the automotive coverage per occurance be raised to $500K, but forunately for me this part turned out to be cheaper than my current 300K policy with unitrin. The net result is it is costing me about $400 for coverage to satisfy the states requirements, plus the $175 for the license. A big chunk of change but I can justify it with the miles I drive. Plus I have better overall coverage if I hit the proverbial "limo full of brain surgeons"
Some of you are going to find this prohibitive of course. Others may find they already have sufficient coverage that with a few changes would qualify them at no additional cost.
Until we can (hopefully) get some kind of personal exclusion, at least there is an option for those of us too high profile to go without the license...
