EBPV actuation not tied to brake application it should cycle at start-up and when extremely cold it will close to help warm up the engine but should open once you hit the throttle

My EBPV will open if you tap the brake pedal. When idleing, the EBPV will open whenever the throttle, brake, or clutch pedal is depressed. Will also open when the E-brake is released. When driving, the EBPV will oped when you press down on the throttle or lift completely out of the throttle.

In the summer or even when it is about 80+ degrees, if I run about 75-80 MPH for about 15 minutes as soon as I stop at a light the fan comes on. It will go off after about 2 minutes once I'm moving again. This is unloaded also. I consider this very normal.
