just got the reply from comp cams.
After looking through your information I suggest one of our XTREME ENERGY series cams. Here is the part number for the cam I have suggested (35-246-3). I recommend that you change you valve springs and lifters if you are interested we here at Comp Cams can put kits together. Just let me know? I will list the specs on this cam below. If you have any questions feel free to reply or call our tech line. Have a great day.
NOTE: You either will need to use a very mild cam or put this cam on a 112 degree lobe separation angle to increase your vacuum.

I have an engine building program that will tell what the vacuum should be with that cam even at different lobe centers. I'll try it tonight if I get a couple of spare minutes.

Did a few other combos with cams and you would have to go way below .500 lift with alot less duration to get 17 inches of vacuum. This is with the cam spec'd out to you.

That is the dyno sheet with 4 degrees. Did a few more with different heads and cam profiles but 250hp with 15-16 inches af vacuum is about it with his restrictions. I think the hp numbers are a little low with this program cuz I compared it to a couple of engines we had real dyno sheets on and they are higher, but the vacuum reading were just about right on.:dunno

Did another one with Comp Cams off the shelf 268 and it came up with 280hp and 17 inches of vacuum. It might be right but you can't trust this engine program 100 percent.
