2004 6.0 po299 turbo underboost

Hi guys
I have a 2004 f250 6.0 litre.seems to run ok.check engine lite is on.I scan it and I get a dtc po299 turbo under boost. any ideas?

per my tsb sheet:
'03-04 recall 06e17
trucks built before 9-29-03 are being recalled to have the computer reprogrammed. the reason, it to correct fuel injection timing during cold operation, egr valve control, lack of power, cel illumination (p02263 or p0299), hard starting and rough running concerns related to ebp sensor corrosion. etc, etc. it goes on lots longer but i think you get the idea. take it in and look at getting the recall performed. possibly be a turbo issue too!!

Thanks, you know it is a little rough running. I do hate taking anything to the dealer. I guess my hands are tied
