2002 Accessorie turn on delay

I have a 02 7.3L and this issue just recently started. When i turn the key on none of my accessories turn on *IE Windows, Radio, Guages, But after 45seconds or so everything will turn on like normal.

I have already replaced the GEM Pack... Some people say it might be the insturment cluster?

Mine does it as well. My cure is a gentle thump to the dash right above the radio. Cures it every time.

And yes, I have searched for the problem but everything looks fine.

i dont think "WINDOWS or Internet explorer" was a factory installed option in 2002

I have the same problem. Any fixes to this?
I thought it was the relay. Is there a door switch that might be sticking?

If Ford is smart, they won't use anyone's system or browser.
