I have a 2001 F350 7.3 Deisel. I changed the CPS and 8 Glow plugs, Check voltage at the glow plug relay 12.0 Volts Checked time that the rely is enegized ,timed out to 55 seconds. Replaced fuel filter, fresh fuel only will start if I spray with starting fluid then the truck idles and runs fine. Shut the truck down and it won't start . any ideas Thanks.

Hopefully you'll get more help here in the Engine and Drivetrain forum.

Welcome to SDD!

It's not a good idea to use starting fluid on an engine with glow plugs, the fluid could ignite when the GPs are switched on and cause damage.

Even though you checked the relay voltage you still may not be getting enough amperage across and the relay could still be bad. Jumping the two large posts with a cable will bypass the relay and if the engine starts you have a bad relay. Did this condition just happen all of a sudden or has it slowly been getting hard to start?

It would be a good idea to check fuel pressure. If you have high mileage and alot of blowby you may want to check compression.

We need a little more info to be anymore help.
