Will a E40D trans out of a 1991 7.3L idi F350 fit a 1995 F250 powerstroke?

yes however the E4OD from the '91 has much weaker internals and will fail rather quickly behind the PSD. There was a rather significant revision of the E4OD in '95 to help it live a bit longer behind the increased power of the PSD. (which is why the '94 PSDs are all stick shifts)
