starter drag

I recently bought a 99 f 550. I put 2 new batteries and the starter turns the engine at first, but slow after about 4 or 5 seconds cranking. Will start sometimes but doesn’t want to when cold. Can the starter cause this?

Thank you MBRPCrazyford for the input. My cables appear OK so I’ll assume that the starter is at fault.
There are many different starters listed on the net that fit this application. Any suggestions
which might be better or is the original part # the only one that will work?
Would like something with higher wattage, more torque & rpm for faster starts. Sometimes when engines
cold it takes 10 to 15 seconds of cranking to start. This is probably due to the starter that’s
in the truck now but would like an upgrade if available.
