Poor power and smoke on start up

Hello everyone, i am new to the forum. I am a dodge mechanic by trade but own a 99 7.3l. My truck used to never start when cold, even fair fall days. I replaced glow plugs and relay from diesel logic last spring. Truck starts everytime , even at zero degrees, not plugged in but always smokes white, no matter if 10 degrees or 90 degrees. Eventually clears up.at my shop, when truck is parked inside overnight,i start it in am and garage is flooded with smoke?also, truck has 180k on it, and truck lacks power as i am used to cummins trucks. I sometimes pull a car trailer to pickup vehicles and truck does struggle. No misfires or cel on but seems underpowered.fual economy is somewhere around 10 mpg(not towing). Any insight would be appreciated. Thanks

Off the top........

Fuel and Air filter clean?

White smoke being un-burnt fuel, and down on power.. I'd also say.. check ALL the intercooler boots for leaks & cracks.

Production date is 3/98. So guess that is earlier. Fuel filter,air filter clean,recent lof.

What weight of oil are you using ?

Any gauges ? Like Boost and EGT ?

Lube oil filter, 15w40. No gauges,truck is stock

There's been loads of Back & Forth on here about Oil Weight.. for these PSD's through the years. 5w40, Full Synthetic seems to fix a lot of hard start/smoke issues. The HPOP and Injectors seem to operated better with a lower viscosity oil. You might try changing to that ?

Ever Scanned it for any Codes?

@ 180K & 15 years..You might also check all the sensor connections on the HPOP, heads and oil rails for any oil, fouling/leaking at the connectors.

Pull the plug off the ICP sensor, and check for oil contamination,
Scan it and take a gander at the ICP pressure,

Could be injectors getting weak, but you could change the oil to the 5w40, and a modified IDM (higher injector voltage) are some things you could try.. Cheapest first..
